Bishop Paschal, servant of the servants of God, to his beloved son Baldwin count of Flanders and his illustrious mother countess Clementia, greetings and apostolic blessing.
Know that what our predecessor of holy memory, Urban, did about restitution of the episcopacy of Arras remains firm and inviolable with us, nor will we ever allow it to be subject to the church of Cambrai. If anyone should attempt to act against this, he will be shackled by the chain of excommunication. We admonish you, therefore, as children of the church, and we order you not to allow the possessions of the episcopacy of Arras which it received in the restitution to be taken away or diminished in any way. If anyone should so presume, you must defend that church for the remission of your sins.
Given at the Latteran, 8th Ides of April.

Paschalis episcopus, servus servorum Dei, venerabili fratri Lamberto Atrebatensi episcopo, salutem et apostolicam benedictionem.
Abbatem Sancti Vedasti cum venisset ad nos, propter litterarum vestrarum petitionem apud nos diebus pluribus retinuimus. Sed cum in tanto temporis spatio nulli clericorum vestrorum ad nostram praesentiam pervenissent, expedire visum est ut cum litterarum nostrarum attestatione dimitteretur. Causam igitur quae inter ipsum et clericos tuos agitur in audientia tua sub confratrum nostrorum Tarvanensis et Ambianensis episcoporum praesentia definiendam probamus, ut possessionis diuturnitas legitime secundum vestrum judicium comprobata quietem accipiat. Super altari etiam de Hunino rogamus ut eidem abbati justitiam exsequaris.

The pope affirms to the count and his mother the actions of his predecessor on restitution to the bishopric of Arras, and his own position on its independence of Cambrai, on pain of excommunication.
